DEGREE DESIGNATOR
Master of Public Management – MPM
INTRODUCTION
The Master of Public Management Degree programme is designed for those who are aspiring a career in management in the government and non-government sectors. The Degree allows students to enhance their understanding of the theory and practice of public management and boost their performance as a manager or as an administrator in their organizations. The program is offered by the Department of Public Administration, Faculty of Management Studies and Commerce through the Faculty of Graduate Studies. It is a one-year programme consisting of 30 credits.
OBJECTIVES
The purpose of this program is to advance the knowledge and enhance the skills and competencies of managerial and administrative officers through familiarizing in the fundamental perspectives of public management. It also facilitates to sharpen the expertise in managing resources, adopting innovative and effective service delivery mechanisms to improve the public sector productivity with a strong sense of public purpose and integrity. Further, the programme would assist the government officers who are anticipating career promotions and career progression.
RATIONALE
The public sector, as the dominant player of Sri Lankan economy regulates and facilitates all other sectors and institutions. An efficient public service is inevitable for the economic and social development of the nation, providing an enabling environment for businesses, markets and most importantly the economic growth. However, the public sector in Sri Lanka is highly criticized for its unproductive and inefficient service delivery. Therefore, it is a timely necessity for developing competent public sector managers and administrators who can cater better service to the citizens. In the process of strengthening the public service, a broad range of social scientific understanding, quantitative expertise and communication skills are crucial. It should not be confined to traditional disciplinary boundaries. Further, there is vacuum in training opportunities which cater to such skills and competence development. Therefore, this program is designed to enhance knowledge base, skills and cultivate attitudinal changes among the public service officials. The course is conducted by academics in collaboration with the experts involved in public sector management, policy analysis and training. Collaborative research will be carried out through the links developed by the university with other government, non-government and private sector entities. Students will be trained to perform effective leadership roles in government, non-government and international organizations.
MEDIUM OF INSTRUCTION
The medium of instruction of the study program is English.
ADMISSION REQUIREMENTS FOR MASTER OF MANAGEMENT
To be eligible for admission to these programs, an applicant must possess one of the following qualifications and a good working knowledge of English:
- A Special Bachelor’s Degree with a class standing in Public Administration/ Public Management/Business Administration/ Commerce/ Human Resource Management/ Marketing/ Accountancy/ Finance/ Estate Management and Valuation/ Business Economics/ Operations Management/ Management Information Systems/ Economics/ Law from a recognized University.
- A General Bachelor’s Degree with a First Class or a Second Class (Upper Division) standing in any of the above subject areas from a recognized University.
- A Bachelor’s Degree in any subject area from a recognized University with three years post-qualifying experience in the relevant field/s.
- A Postgraduate Diploma of a duration of not less than one year or Higher Degree in Management Studies from a recognized University.
- One of the following professional qualifications with three years’ post-qualifying experience in the relevant field/s.
- Sri Lanka Institute of Advanced Technical Education (SLIATE) – Higher National Diploma in Accountancy (HNDA) (Four Year Course)
- Ceylon Technical College – Higher National Diploma in Management/ Commerce (HNDM/C) (Three Year Course)
- Member or Passed Finalist of Institute of Chartered Accountants of Sri Lanka (ACASL)
- Member or Passed Finalist of Chartered Institute of Management Accountants (CIMA)
- Member or Passed Finalist of Association of Chartered and Certified Accountants (ACCA)
- Institution of Engineers (CIE) UK /Sri Lanka – Associate member or above
- Member of Institute of Chartered Secretaries and Administrators
- Attorney – at – Law qualification obtained from Sri Lanka Law College
- One of the following professional qualifications with five years’ post-qualifying experience in the relevant field/s.
- Diploma in Marketing awarded by the Sri Lanka Institute of Marketing (SLIM)
- Professional qualification in Human Resource Management from the Institute of Personnel Management (IPM)
- Chartered Institute of Marketing (CIM) UK- Diploma
- Chartered Institute of Bankers (ACIB) UK- Diploma
- Chartered Institute of Bankers (AIB) Sri Lanka – Diploma
- Other professional qualifications equivalent to the above may be considered subject to the approval by the University Senate.
APPLICATION PROCEDURE
Duly completed application forms should be submitted to the Faculty of Graduate Studies together with the following documents.
- Certified copies of relevant academic/professional qualifications including detailed certificates
- Names and addresses of two referees, preferably one a teacher in the university where first degree was obtained (the reference letters need to reach the Deputy Registrar/FGS independently for the process of application)
- Evidence of proficiency in English
- Payment of the application processing fee (Rs.1000) paid by using credit card or payment receipt obtained from People’s Bank
SELECTION PROCEDURE
All applications received will be screened to ensure that they accord with the admission requirements. Applicants who fulfill the basic requirements will be called for a formal interview. In case there are too many applicants the selection will be done on the results of an aptitude test. The number of students enrolled per year will be decided on the basis of availability of facilities in the university.
