BIO

Mr. H.Harshana Madhubasha is a Lecturer (Probationary) at the Department of Public Administration, Faculty of Management Studies and Commerce, University of Sri Jayewardenepura, presently on study leave pursuing a Master of Arts in Public Policy at the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan, supported by the Asian Development Bank - JSP Scholarship. He completed his Bachelor of Science in Public Management from the same university and has a background in academia and research.

His early education was at Royal College - Colombo 07 and Somaweera Chandrasiri Vidyalaya – Piliyandala. This provided him with a solid foundation for his future academic endeavors and instilled in him a sense of determination.

Harshana's professional journey commenced with roles as a Research Intern at the Sri Lanka Institute of Development Administration (SLIDA) and a Graduate Research Assistant at the Arthur C Clarke Institute for Modern Technologies. These experiences exposed him to the practical aspects of public policy and administration, refining his research skills and broadening his understanding of governance structures.

His pursuit of higher education led him to GRIPS in Japan, where he is currently enrolled in the Master of Arts in Public Policy program. Additionally, he holds leadership positions as the President of the International Students Council (ISC) of GRIPS and the President of the Sri Lanka Students' Association in Japan (SLSAJ), highlighting his active engagement within the academic community.

In terms of professional achievements, Harshana contributed to the Presidential Expert Committee (PEC) Report on Sustainable Sri Lanka 2030 Vision and Strategic Path as a Writing Team Member in 2018. He has also been involved in various associations, including serving as the Treasurer of the Alumni Association of Public Administration and the Senior Treasurer of the Association of Public Administration.

Recognized for his academic excellence, Harshana was awarded the Mind Scholarship by the Munasinghe Institute for Development (MIND), Sri Lanka, in 2018. This scholarship, granted to a select group of students across Sri Lanka, acknowledges his contributions to sustainable development and climate change initiatives.
