Prof. Upuli Perera started her career as an academic in the Department of Estate Management and Valuation of the University of Sri Jayewardenepura in 2002. Her first degree is in BSc in Estate Management & Valuation (Special). Progressing through her academic life, she obtained a Master of Engineering (Urban) Degree from the University of Tokyo, Japan in 2008 and PhD in Urban and Regional Studies from the University of Birmingham, the UK in 2019.
Her research interests and publications are in the areas of choices, property valuation, uncertainty in real estate, housing markets, sustainability, and communicative planning. Currently, her research projects include Sustainable Urban Regeneration for Colombo and Adapting Discounted Cashflow Valuation models for Investment property in Sri Lanka.
Dr. Upuli Perera is a Fellow member of the Institute of Town Planners, Sri Lanka, Passed Finalist of Chartered Institute of Management Accountants, UK, Graduate Member of City Planning Institute of Japan and a Life Member of Sri Lanka Association for Advancement of Science.
She has contributed to several consultancy projects and feasibility studies, including “Hambantota Involuntary Resettlement in Post Tsunami and Harbour Development” ‘Integration of Urban Agriculture into Urban Planning of Western Province Project, UDA’, ‘Traffic Surveys Related to the Township Development Component of the Greater Colombo Urban Transport Development Project (3K Project)’ and ‘Development of Service Quality Management Model for the – Multi Modal Transportation Project, Makumbura. In 2016 she also became one of the delegates to Chicago Forum on Global Cities. Currently, Prof Perera is also the national consultant for property valuation and taxation for the World Bank Group.
Prof Perera was the former Head of the Department of Estate Management and Valuation (2020–23) and is currently the Chairperson for the Board of Studies in Business Studies at the Faculty of Management Studies and Commerce, University of Sri Jayewardenepura.
